

Most/all NPCs still make asinine comments about how the war is still going on :-( Nothing gameplay-wise really "changes" though. You cannot complete a certain "peace deal" quest if one side holds only their capital province or has been eliminated. Some NPCs in Whiterun have new dialogue after the siege. Needless to say, they're no longer fond of you.

And you can find all of the deposed Jarls in the basement of either Solitude or Windhelm.

Pretty sure you also get bad-mouthed in Solitude if you finish as a Stormcloak. There's also heaps of burning things and rubble laying about in at least two cities (Whiterun + Solitude/Windhelm). Elisef remains as Jarl of Solitude, as a public display of Ulfric's mercy. The young pompous Jarl of Falreath is replaced by the paranoid old Dengir(sp?), who served as Jarl before his cousin replaced him. The Jarl of Markarth is replaced by Thonar Silver-Blood, which again isn't much of a real change of power considering the Silver Bloods have all the guards in their pockets before the civil war anyway. He pretty much always greets you with "You're not as stupid as you look." What about joining stormcloaks? He's one of my favourite jarls and one of the reasons I'm hesitating to restart the game and join stormcloaks.Īside from the Jarl's changing and the beginning quest being different and the Imperials giving you an option of better armor, I don't believe there are any other differences besides the guards changing in the holds and if you had any quests started before the civil war conclusion you have to find the old jarls to complete them.
